The Emperor and High ranking Imperial personnel like the Dark Council or Moffs have their own private docks that are always ready and available for their use. There is always at least one fighter wing ready to deploy at any time, in short don’t cause trouble here.
The flow of people is constant as thousands pass through Imperial Customs daily to and from the surface.
