If GM Destiny is flipped on us in a combat or semi-combat scene, is it the responsibility of the person being flipped on to update the Session Destiny? Or are you as GM keeping track of all of those?

Since the Emperor seems to be dead, LA+ we don't roll for his domination, right?
What is the condition of Varas Point environs come evening? Is La Belle Epoque serviceable, or in shambles?
Are there any immediate political developments/places to be in past the Emperor's fall like emergency Council (survivors) session, or communique of the Regency or anything relevant before D8 ends?

Does the conflict apply to all those with Willpower 3+, or just the ones who failed the initial check to lose control?
