Coded Messages
The agents and cells of the Eagle communicate through public coded messages at times to coordinate their attacks or to pass vital intel to each other. Since not every cell knows every other cell this has become the main way to communicate and combine efforts.
This can be done through graffiti or the holonet and are usually fleeting as they the unsanctioned artwork or online messages are deleted or removed. While up agents have a chance to decipher the message, usually directions to a drop site or a location for further instruction or guidance.
Players that wish to decipher these messages need to make a Hard Computers or Streetwise check, if successful they can parse the message. Players should be specific on what they are deciphering as the agents of the Eagle tend to use decoy coded messages to throw people off the trail. It takes a time slot to decipher and follow the trail of a message.
GM and players can work together to dictate what threat, advantage, Triumph and Despair do in this situation. Every Coded message will have a window where it is available usually about three time slots.
