Elise's next step is to alert her superiors. Hala will recognize her and recall Sylvain inviting her to her wedding. With the offer to flip Destiny to assist in the contrivance, assuming Nuwazi does appear for the wedding MM3 then could Hala call Sylvain or Kristal to alert them of the problem and try to set up a rendition as she leaves the wedding reception during LM3? The PCs I imagine being involved in this would be limited to Sylvain and Kristal (known to be on site and people Hala has had contact with) and Tyber Rook (Hala's long arm, complete with jetpack to try and rush over there in time). I'm not sure who else Hala would contact about this. Does this sound like a reasonable chain of events? Also assumes the players are willing to take her call and are interested in this plan as well.

And if not an ambush during LM3, then possibly tracking Nuwazi and setting up the arrest during EM3?

Not before we know, but it gets identified during LM3. So the earliest an arrest could happen would be on LM3 by people who either would be in the area (Sylvain and Kristal) or otherwise very quickly get to the area (Tyber on his jetpack). Hala wouldn't be going, because she wouldn't reasonably be able to make it there in time after being involved in the decryption and identification.

The chain as I see it would be:
Elise completes decryption (done)
Elise alerts Hala who comes in and makes the connection to the wedding
Hala calls Sylvain/Kristal since they would be near the target, both having been at the wedding reception
Hala calls Tyber, who flies over via jetpack as quickly as possible.

Rather than just slandering random NPCs.... does the Bex Company commander (Pierce's boss) have an increased difficulty to make accusations against?

Add a setback die for sure and probably spend Destiny on that roll when we get to it.
