Yes totally. Rumun will see that the galaxy and the Empire burn to the ground. He is not for this new regime, nor he was for the one before it.
For him, the Empire is a weak state that must be brought to the ground and destroyed. Same as the Republic.

He doesn't care. One thing people must understand that Rumun is 100% chaotic. He will do things that could potentially hurt him, just to get something else beneficial in the future. Accepting Xenos in his eyes, is not about empathy for former slaves or aliens, he just want it so that the Empire torns itself appart. He follows the Code 100% and that is the only morality that manages his emotions. Thus, he is totally against the new Empire.
In his mind, if xenos are accepted, it is another link that will, in the end, collapse the empire or make one faction, the traditionalists, go into rebellion or become more violent. And even if the Empire opens its ranks towards aliens, discrimination will always exist, in his opinion. Hoshi on the other hand, is an alien herself and has being liberating aliens and slaves in the outer rim since she was a pirate.
He was never planning on double crossing the Eagle. Rumun since D1 was acting on behalf on them so that more chaos and more disruption brought violence. Disatisfaction with the government is what brings more people into Hoshi's sphere of influence. Same with the Dread Masters.
Rumun is always acting on behalf of Hoshi's interests because she is as chaotic as himself and people flock into her forces when dissatisfaction erupt.
